Then Click 'Setting' and Click 'Control Panel'
Double Click 'Regional and Language Options'
Select 'Languages' Menu
and then Tick 'Install files for complex script and right-to-left languages (including Thai)' then click 'OK'

on the Languages Menu, Click 'Details' (on the topic text services and input languages)
on the topic' Installed services, Click ' Add...'
and you will see the drop down list box below the Input Language
Select 'Thai' and Click 'OK'

On the page 'text Services and Input Languages, Click 'Language Bar' on 'Preferences' topic
and Tick 'Show the Language bar on the desktop' (see attached file)
so now you may need to Restart your Laptop and you will see the language bar on your window
